Board of Directors

Yousouf Jhugroo

CRC Chairman and CEO


Yousouf Jhugroo is the Founder of CRC and its five sub-divisional group of companies.


Former CEO of the Institute for Consumer Protection (ICP) - a Consumers International Member organisation, Yousouf has over 20 years’ experience in the world consumer movement. Yousouf has ran various training workshops on Consumer Education in Africa and has been a visiting Lecturer at the Mauritius Institute of Education (A Government Teachers’ training institution, part of the University of Mauritius).


As a Consumer Advocate, Yousouf has served on various Government Boards, such Central Water Authority, Central Electricity Board and the Mauritius Meat Authority


Yousouf is a certified  Real Estate Manager from the Dubai Real Estate Institute, a division of Dubai Land Department.


Fellow of the International Compliance Association (ICA), Yousouf has held senior compliance and contracts’ management positions in the railway industry and was Head of Compliance for a national regulatory body in the UK energy efficiency sector. He has also been a senior associate of many NGOs such as the International Baby Foods Action Network (IBFAN). He also served as Baby Friendly Hospital Initiative Consultant for UNICEF and Governments Health Authorities in various countries of Africa.

Prof. Armoogum Parsuramen
 Chairman CRC Africa

Prof. Armoogum Parsuramen, G.O.S.K. is Chairman of our fully owned subsidiary company CRC Africa, which is based in Mauritius. Former Minister of Education, Arts, and Culture and Minister of Education and Science of Mauritius for two consecutive terms both between 1983 and 1995, Prof. Parsuramen was also Director and Representative of UNESCO. He is currently the Founder President of the Global Rainbow Foundation (GRF), a Charitable Trust dedicated to the relief of poverty, the advancement of education, assistance to children and adults suffering from physical and mental disabilities. Prof. Parsuramen is also the Founder-President of the University of Third Age (Trust) Mauritius (U3AM) since 2013.

Prof. Parsuramen has been credited with being the architect of the Mauritian 10-Year Education Master Plan, which spearheaded the development of Mauritius Education system. He joined the World Bank in 1997 as Education Policy Adviser and Coordinator of the education component of the United Nations Special Initiative for Africa (UNSIA), administered by the World Bank. In 2004, Prof. Parsuramen returned to UNESCO Headquarters in Paris to lead both the Secretariat of UNESCO Executive Board and that of its Governing Bodies serving therefore as Secretary of both the Executive Board and the General Conference. In 2009, Prof. Parsuramen was appointed Director of UNESCO, New Delhi Office and Representative to Bhutan, India, Maldives, and Sri Lanka, where he served until June of 2011, when he retired and returned home to Mauritius.
Dr. Milan J. N. Meetarbhan
Vice Chairman CRC Africa

Dr. Milan J. N. Meetarbhan is CRC Africa Vice Chairman. He has a record of distinguished service as an academic, an adviser to Government, a law practitioner, a regulator and a diplomat. He was Mauritius Ambassador to the United Nations in New York from 2011 to 2015 and served as Chief Executive of the Financial Services Commission from December 2005 to December 2010. Dr. Meetarbhan acted as legal adviser to the Ministry of Finance from 1986 to 1990 and was involved in the setting up of the Stock Exchange of Mauritius. He was appointed as Chairperson of the Financial Services Consultative Committee, set up by Government of Mauritius in 1997 to review a comprehensive set of legislation relating to the financial services sector.

Dr. Meetarbhan was Senior Policy Adviser to the Prime Minister and Head of the Mauritius Government‘s Policy Unit from 1995 to 1998, as well as Chairperson of Mauritius Telecom from 1998 to 2000. He was an Associate Professor of Law and Head of the Law School of the University of Mauritius and has been visiting faculty at a number of foreign universities. He was conferred the title of Honorary Fellow in Law by the University of Mauritius in October 2007. Dr. Meetarbhan studied law in London and Paris. He was called to the Bar at the Middle Temple and then obtained a Diplôme d’Etudes Approfondies en Droit des Relations Internationales et des Organisations Internationales from the Sorbonne, a Diplôme d’Etudes Superieures Specialisées en Diplomatie et Relations Internationales from Université Paris XI and a Doctorate in International Law from the Sorbonne.
Jonathan Harley

Senior Consultant


Jonathan has extensive experience in the Utilities sector and is currently on the Leadership Team at a London city-based Consultancy and Advisory firm. As well as a background in Operations, Policy and Regulation, Jonathan has managed a number of Government policy implementation programmes.


Jonathan has both UK and international experience having worked in Taipei, Tokyo, Brussels and Delhi. Clients include the Department of Energy and Climate Change (DECC), Office of Communications (OFCOM), Office of Gas and Electricity Markets (OFGEM) and the Japanese Ministry for Environment as well as a number of large multi-nationals. 

Dr. Heba Shahein

Non-Exective Director (Overseeing CRC Middle East)


Holder of a PhD in Law from London School of Economics (LSE), Dr Heba Shahein has 25 years of experience in research, strategic planning and leadership and practicing law. She has been a visiting Lecturer in EU Competition Law and English Contract law at King’s College London (KCL) since 2012 where she also studied for her postgraduate diploma. Dr Shahein has a Master’s in law (LLM) from Amsterdam University. 

Dr Shahein was also Vice Chairperson of the Egyptian Competition Authority (ECA) from 2007-2011.

In addition to her academic achievements, Dr Shahein provided consultancy services to the World Bank on reforming laws. She was involved in various projects for government and regulatory bodies in Brazil, Colombia, Egypt, Kuwait, Oman, Thailand and the UK. 

Dr Shahein has provided training to project leaders and executives of the National Broadcasting and Telecommunications Commission in Thailand; she was also provided technical assistance for the reform of laws to the Public Authority for Consumer Protection (PACP) in London and Oman. In 2015, Dr Shahein provided legal services and technical legal advice on reform of merger control rules to the Egyptian Competition Authority.

Dr Shahein is a specialist in corporate, commercial, EU and competition laws. 

Based in London, Dr Shahein is Egyptian and she speaks fluently English, French and Arabic.

Paul Reed

Marketing and Brand Director


Paul - A track record across full marketing spectrum that demonstrates unswerving commitment and passion for uncovering consumer insights and delivering innovative marketing campaigns. His experience covers a multi sector background across travel, leisure, tourism, energy, transport and not-for-profit. 

He is also a brand and marcomms lead marketer both on ROI commercial led launch activity and relaunch change management programmes including ROE (return on engagement) led digital CRM activity. 

Paul has a rich and successful career to date that is based on never settling for the status quo - generating cut through strategies that rapidly increase market share, brand reputation (brand net promoter score), improving customer experience and initiatives that drive growth.

Sonny Waheed

Senior Digital Marketing Consultant


Sonny is a Senior level marketeer with a 20+year career spanning technology, entertainment, telecoms, and software businesses. He specialises in reinvigorating brands, developing new markets and business streams, enhancing market position within established markets, and establishing customer-valued market differentiation. Having recently left the corporate world, Sonny is the co-owner of one of UK's leading esports teams, Vexed Gaming, and runs a consulting practice helping start-up/early stage growth businesses optimise their performance and drive sustainable and profitable growth.


Sonny has joined CRC team to oversee our change in management structure and the optimisation of our resources for the benefits of our clients and staff. Sonny works across all six companies of the CRC group of companies.

Dr. Eric Warner

Associate Director of Programmes


Having served as CRC Chairman for two years, Dr. Eric Warner Founder and Managing Director of Absail Partners Ltd- has been appointed as Associate Director of Programmes to spearhead CRC’s various investment programmes through our three subsidiary companies- CRC Africa, CRC Real Estate and PIC.


Former Co-CEO and Head of Investor Relations for Altius Associates Ltd, and a member of the Altius Board, Eric served as Managing Director, EMEA of Sail Capital Partners Ltd - a US based venture capital firm focusing on sustainable technology and cleantech companies. 


Eric worked for ten years with Mercer Ltd, the international consulting practice, as Head of European Private Equity and M&A. He has substantial corporate finance experience from his work in investment banking, previously holding senior positions at Société Générale, NatWest Markets, and Security Pacific Hoare Govett, where he specialized in capital markets and Financials Institutions coverage.


Eric graduated from Yale University and has a DPhil from Oxford.

Nowrin Saba
 Kalam

Legal Consultant


Nowrin is an Inner Temple Barrister with proven experience in client management, training young professionals and giving legal advice. She is also a trained and certified Mediator for Civil and Commercial Disputes. After obtaining her Law degree from Warwick University, ranking 9th in the UK, Nowrin completed her masters on Civil Litigation and Dispute resolution and Bar-at-law from City University London, as an Inner Temple member. Her specialisations include professional and medical negligence, Islamic law, family law, civil and commercial disputes and ADR.


Nowrin’s work experiences include, but not limited to client interviewing, handling complaints and drafting statements. Her clients include Blackfriars Settlement, Lexmark associates and National Centre for Domestic Violence. She also worked as a Law lecturer and professional skills trainer at BPP University London. She worked extensively for constitutional rights and for victims of domestic violence in Bangladesh.

Joy Savill

Legal Service Director


With a solid law background specialising in Property Law and Private Client (Trusts, Wills amongst others), Joy has been a Partner in a legal firm as well as heading up the property department, serving as Compliance Officer (Legal Practice). Joy’s long working experience also includes dealing with business continuity and development of working systems. After spending many years in private practice, Joy has worked in the law department of a local authority where she availed of the opportunity to explore how the public sector compares with private sector. The experience has broadened her knowledge and understanding, which has provided her an interesting contrast.

 Farah Hossenbux

Senior Legal Compliance Consultant


With over a decade experience in financial services and corporate law, Farah is a qualified Compliance Legal Counsel and a proficient and tenacious barrister with international private practice and in-house experience.


A sharp problem solver, Farah is highly skilled in assessing regulatory risk, compliance obligations, oversight, business change and management alongside corresponding financial regulations and directives. She has comprehensive knowledge on compliance matters across a variety of finance products at multiple levels of commerce and is able to quickly absorb and navigate complex financial services documentation and contracts, providing sound assessments of commercial and compliance exposures.

Fezal Khan Boodhoo

Senior Legal Counsel 


Fezal Khan Boodhoo has joined the CRC Group to provide his expertise to the multi-faceted services of the group, including compliance and in particular with dispensing training on Islamic banking. He will also assist in drafting and overseeing the implementation of national legislations that incorporate the requirements of the WHO-UNICEF International Code to protect breastfeeding against unethical marketing practices.


Barrister-at law and Certified Master Life Coach, Fezal Khan  is also a Mediator in divorce and family matters.


Fezal Khan was born in Mauritius where he completed his secondary education. He completed his higher education in London, where he read law at the University of London. Fezal Khan also holds an MA in Islamic law from Middlesex University and a postgraduate qualification in Islamic Banking and Insurance. He currently lives in Mauritius where he practices law. He has served as a councillor for the City Council of Port Louis from 2005-2010. 


Fezal Khan has also  authored two books and has written several academic papers which are aimed at bridging gaps between communities and reconciling traditional values with modernity.

For the past 25 years, Fezal has been an active member of the local community and has been involved in social and community works. Fezal Khan is also a public speaker and currently works with several local NGO’s and youth organisations. 

 

Shaffick Hamuth

A Professional of multiple talents


Economist and a serial entrepreneur, Mohammed Shaffick Hamuth has served as Senior Investment Advisor and Manager to the Board of Investment (BOI) of Mauritius, (now renamed as the Economic Development Board). Shaffick is well-grounded in the essence of all economic sectors and is fully conversant with legislation and government policies on immigration, investment, business facilitation, foreign property acquisition including IRS, RES, PDS and now Smart Cities, renewable energy and agribusiness, among others.
 
Versatile and fully knowledgeable with  business permits and licenses, Shaffick has developed excellent professional rapport with both public and private sectors, including foreign investors.
 
His major achievements include amongst others, being instrumental in the delivery of over 5,000 occupation/residence permits to both investors and professionals, has assisted in the implementation of projects such as hospitals, hotels, recycling and manufacturing units, dairy farms, Freeport operations, ICT/BPO companies, real estate projects, etc.
 
Additionally, Shaffick has played a major part in some key policy decisions on government budgets, policy reform papers, and legislations/regulations to streamline the business environment. His contribution has helped improving the ranking of Mauritius in the Doing Business Report of the World Bank from the 49th position in 2007 to the 17th place in 2010 as well as enabling the BOI to win Top Reformer Awards and attracting higher FDI inflows during the period 2004 to 2011.
 
As a prolific writer, Shaffick initiated the BOI Newsletter and acted as its editor. He helped producing promotional materials as well as drafting speeches for the Chairman, the MD, Ministers and even the Prime Minister and the President of the Republic.
 
Shaffick has also worked on World Bank assignments. He holds an MSc in Public Policy and Management from CeFiMS, University of London and a BA Economics & Political science from University of Baroda, India as well as a diploma in Editing and Journalism from London and from Mumbai, India.
 
He has acted as Editor of News on Sunday, and as Business/Economic Writer for Le Défi Media Group. He is a guest writer for several publications such as Diplomacy and Beyond (India). As a business Consultant, he currently assists foreign investors and professionals in the migration process to Mauritius

With outstanding interpersonal skills, Marc has not only successfully led numerous teams across various organisational levels but has also excelled in mentoring, training, motivating, and empowering staff. With qualifications that range from NVQs in Health and Social Care to a Level 5 Diploma in Mental Health and Psychiatry, Marc has expertise in Medication Management, Conflict Resolution, Dementia and Challenging Behaviour, Care Planning, and Safeguarding. Additionally, his experience in 1st Tier Tribunals equips him to skilfully handle complex situations with professionalism and fairness.

 

Marc's commitment to holistic care is underscored by his pursuit of continuous learning, exemplified by his Level 5 Diploma in Mental Health and Psychiatry. Beyond his professional endeavours, he is an active and engaged Borough Councillor deeply rooted within the community. This community engagement has fostered exceptional relationship-building skills and has seen him serve as a Safeguarding Champion, further reflecting his unwavering dedication to upholding the highest standards of care and welfare.

Pondor

Finance Director

Adam is a Chemical/Process Engineer with working experience in the nuclear industry. He has worked as part of a UK initial design consultancy team to supporting international clients wanting to invest in the UK to meet regulatory requirements. This was inclusive of working with the client at their home base in order to review their design philosophy against that of the UK. Prior to this, Adam worked with and managed subcontractors as part of a Research & Development team that was tasked with the design and developments of a facility with the aim of processing high risk waste, requiring flexibility and technical proficiency.

 Ragia Elbebawi

CRC Middle East Assistant General Manager 

Educated from Cairo University, Ragia Elbebawi is a Real Estate Regulation Authority Registered Broker in UAE. She has been in the Real Estate sector for over a decade, having worked for several companies both in Egypt and Dubai. She is the founder of Mulberry Real Estate.

Ragia who is taking over the running of CRC Middle East is well respected amongst the Real Estate community in the Middle East region for her high professional and ethical profile in line with industry and company standards. She has a very good understanding of both local and national real estate markets, and she has been developing effective training programmes that teach agents how to acquire customers, negotiate deals, and secure financing and complete paperwork for the sale.

As an industry specialist, Ragia has wide experience in the planning, designing and conduct of appropriate marketing and selling strategies for individual properties within budgetary limits.

Ragia will be working along Board Member Dr Heba Shahein to develop and oversee CRC’s expansion in the Middle East.

Roomiza Hasan Miyan

Compliance Training Academy General Manager 


Graduated as LLB (with Honours) at the University of East London, Roomiza Hasan Miyan has been appointed to oversee CRC operations in Mauritius and Africa. She is also a director and MLRO of the Financial Services Commission’s licenced company, MSIM Ltd.


Roomiza has worked in the financial services sector for nearly a decade and is well conversant with the compliance and regulatory requirements of companies in this sector.


At the start of her career, Roomiza worked as an Investigator for the Independent Commission Against Corruption (ICAC). She conducted investigations into corruption cases, money laundering offences and compiled reports for use by the Public Prosecutor.


Member of the prestigious Grays Inn and ICSA- the Governance Institute, London, Roomiza is currently the Director of Accuance Ltd, a company duly licensed to provide company secretarial services to domestic companies in Mauritius. 

Geeta Tekchandani

Operations Director

Holder of a degree in Business Management from Kingston University London, Geeta has several years' experience in project management in large corporations.

She is also a director of Property Investors Consortium Ltd. As a hands-on person, Geeta has been involved in various stages of business organisations from developing HR policies and processes to contract management and from staff training to putting in place health and safety procedures. Besides studying Company Law, she also has a wide experience in the retail industry, having worked for a large retail outlet. Customer relations and social media management are two other sectors Geeta has been involved in for a number of years.

Mark Wood

Mark has worked for the Financial Services Authority (FSA), now known as the FCA, where he gained a wealth of experience in dealing with the FCA Regulatory Handbook, and working with regulated firms. With 29 years in the financial services industry, Mark is highly experienced in both banking and mortgages.  

In addition, Mark worked for a financial services network, monitoring their business practice and advising on standards in relation to mortgages and other financial services products.

Dealing with British and European regulations in the wealth management industry, Mark has written and implemented many compliance policies and procedures, particularly in relation to conduct of business, compliance monitoring, training and competence and learning and development. 

Carole Pitkeathley

A customer experience professional and compliance and standards expert with over 20 years’ experience in the utilities sector. As a consultant, she works extensively in the utility and renewable energy sectors auditing, managing and monitoring compliance and risk and improving the customer experience, working with companies such as Northern Gas Networks, National Grid and South East Water and infrastructure companies such as Enterprise, Skanska Utilities, Morrisons and Balfour Beatty Utilities. A former chair of a BSI Standards Committee, Carole has held senior positions in regulatory bodies and consumer advocacy organisations and holds board positions in national and regional charities.

Kasper Walet

Kasper Walet is a Compliance, Governance and Risk Management skilled and accomplished professional with over 25 years of extensive senior management/board level experience in managing legislation, compliance and risk management in the energy trading markets worldwide. Thus potentially helping companies saving millions of Euros/Dollars on fines or financial losses by designing and implementing a solid Compliance or Risk Management Framework. Strong expertise in all the aspects of commodity markets, marketing of services, derivatives trading, staff training, governance and risk management within dynamic and high-pressure environments.

Nasseem Pondor

Nasseem is a health services expert, with 34 years of experience. She has extensive management and operational experience in leading the implementation of government policies in relation to secure services, including mitigation of clinical risk, budgetary management and overseeing compliance with requirements of the Data Protection Act 1993. With a background in the NHS, Nasseem has played a key role in the provision of high quality services that meet important statutory, regulatory and NHS requirements.

Faris Mubarek


Specialist in Data and Cyber Security with 22 years’ experience in delivering IT and Telecoms contractual services, Faris is skilled in managing projects end-to-end, including implementation, network security, enterprise support as well as complex routing and switching.

A versatile and motivated GDPR Assessor, Faris is certified to assist and assess organisations to achieve Cyber Essential Certification. In addition, he is a BSI Certified Lead Auditor for ISO27001 and ISO9001. His skills include:

  • Consultation, to tailor the most appropriate Data Security solution for each client

 Paul Voysey

Paul is an IT professional with a history of producing solutions for a variety of markets and organisations from consumer games to financial information and trading platforms for clients such as Reuters and Barclays. He is also an experienced standards auditor and has combined these in a new venture, improviSta - a flexible, powerful cloud audit management system. Paul is currently working closely with CRC- The Compliance Experts to produce turnkey solutions - where the power of the on-line software tool can be combined with the analytical compliance of CRC to implement a complete system for raising standards in any industry.

With a Master’s in Health and Social Care, Ambreen Habib stands as a professional distinguished by her versatile communication skills. Her experience embodies working with elderly individuals, youth, and vulnerable clients from diverse backgrounds.

 

Ambreen likes working under challenging conditions, excelling both when working independently and within group settings. As a keen observer with exceptional listening abilities, she keeps strong interpersonal skills that facilitate meaningful connections.

 

A fervent advocate, Ambreen assumes roles that truly reflect her commitment to making a difference. Among these roles, she has served as a Support Worker, providing invaluable aid to individuals grappling with mental health issues while championing their autonomy. As a Field Supervisor, she oversaw critical checks, provided training to staff members, and fostered robust collaborations with stakeholders. Her role as a Social Worker involved guiding families, connecting them with essential resources, and prioritising overall well-being.

 

Moreover, Ambreen effectively provided personal care, empowered individuals to embrace autonomy, and advocated on behalf of non-English speakers. In her prior role as a Sales Coordinator, she orchestrated seamless communication between clients and manufacturers, thereby contributing to the realisation of design objectives.

 

Ambreen’s educational background includes a Masters in Social Health Care from Kingston University in 2021, and a BSc in Psychology from London Guildhall University in 1995. Her skill set embodies a wide range of proficiencies, such as First Aid, Risk Assessments, social work practices, legal and policy frameworks, assessment and intervention skills, health and safety protocols, human development insights, and the completion of a notable Capstone Project.

 

Throughout her professional journey, Ambreen has had the privilege of collaborating with seasoned social workers and actively engaging in charity-based domiciliary care

 

Ambreen’s approach to supporting individuals remains holistic, guided by a strong sense of advocacy that ensures their diverse needs are met across various contexts.
